Duties as Darmstadt Clerk Treasurer
As the only Full-Time Elected Government Official, the Clerk-Treasurer runs the town on a daily basis; performing all the duties of Town Manager, Chief Financial Officer, Treasurer, Sewer Utility Administrator, Payroll, Accounts Receivable, Accounts Payable, Budgeting, State Reports, Taxes, Wedding Officiant, Tax Revenues, Records and is the Town Administrative Officer.
Under Indiana Law, the Clerk-Treasurer is the only elected official that is required to be trained. Clerk-Treasurers have a large amount of responsibility and are required to complete training from the state on an ongoing basis each year. Clerk-Treasurers of the State of Indiana, must complete at least 14 hours of state training within one year of taking office and 36 hours training within the next three years in office. , Per Indiana Code I.C. 36-5-3-2 there are no set office hours for Clerk-Treasurers or other elected officials of the town. It takes many years for Clerk-Treasurers to complete all the state training, to perform all the duties and requirements of the position of Clerk-Treasurer, of a municipality in Indiana. The tasks included and required of the town clerk’s position may require much more than full-time hours at times, particularly during certain times of the year as budget season, year-end and year roll-over. The responsibilities are vast, especially in small towns where the Clerk-Treasurer may be the only person in the office completing all the duties for the town. In larger towns and cities, the Clerk may hire deputies and/or office staff personnel to help with all the daily duties. In small towns, that is not always affordable, so the Clerk-Treasurer often has to bear the weight of all duties solely themselves and wear many hats. The requirements, deadlines and demands of this position may be require more than full-time work hours at times.
The Clerk-Treasurer works with many State offices, AIM (Accelerate Indiana Municipalities, and also ILMCT (Indiana League of Municipal Clerk Treasurers) and many other agencies on a regular basis to perform and complete the tasks of their position. Over the years, Municipal Clerk offices have become the direct link between local government, town council, state government, and the residents of the community. The Clerk is also the historian of the community, for the entire recorded history of the town, and the people is in his or her care.
The Clerk-Treasurer is their own boss, they work alongside town council, but does not work for the town council, nor is required to supervise or manage the town council members, but may advise town council members on, rules, procedures, Indiana Codes and regulations when they are making decisions for our town. The Clerk-Treasurer is not responsible for the decisions that the residents, sitting on the town council, make.
